Cheryl M. New is the managing shareholder of New & Lowinger, P.C.
A prominent family lawyer, Mrs. New has been in practice for nearly twenty-five years, handling complex divorce cases for many notable DC-area clients. Well-known among peers and clients alike, Mrs. New was featured prominently in the February 2009 edition of the Washingtonian Magazine article "The Top 88 Divorce Lawyers in Washington." She was selected #5 and described as "smart and funny and [she] won't waste your time." A 2007 Washingtonian Magazine article stated "nobody can size up a case any quicker than New."
Mrs. New is a member of both the Maryland and Virginia State Bars, and maintains an AV Peer Review Rating with Martindale Hubbell, reflecting her commitment to legal excellence and the very highest ethical standards.
Mrs. New, a native Washingtonian and long-time resident of Montgomery County, Maryland, holds a J.D. from American University's Washington College of Law.
Jeff Evan Lowinger brings our clients nearly thirty years
of experience in the equitable distribution of marital estates. Mr. Lowinger
is often called upon to untangle the most intricately woven marital estates.
His experience extends to such thorny situations as complex asset division
and the resulting tax consequences. Mr. Lowinger possesses expertise
in analyzing the valuation of closely held businesses, limited partnerships,
law firms and most other types of professional firms and businesses.
Mr. Lowinger is unique in that in addition to his J.D., he holds a Master of Law in Taxation, which he has applied in the practice of family law for more than twenty years. His expertise extends to both trial and appellate courts.
Mr. Lowinger is a member of the Maryland and Virginia State Bars, and the District of Columbia Bar. He received his J.D. from The Catholic University of America and a Master of Law in Taxation from the Georgetown University Law Center.
Joseph 0. Hankins joined the firm as an associate in September of 2009. Before becoming associated with the firm, Mr. Hankins served as a judicial law clerk to the judges of the Circuit Court of Arlington County, Virginia.
Mr. Hankins received his J.D. from George Mason University School of Law. While in law school, Mr. Hankins served as managing editor of the Federal Circuit Bar Journal and participated in the Domestic Relations Legal Clinic.
Mr. Hankins is a member of the Virginia and Maryland State Bars.
